Policy expert says 'don't do farm bills for the good times'

Farm bills should be written for the “times when things go bad,” Joe Outlaw told participants at the USA Rice Outlook Conference in San Diego this week. Outlaw, whose analysis has drawn praise from supporters of the House Ag Committee farm bill and criticism from those favoring the Senate bill, discussed the farm bill situation at an “Update on 2012 Farm Bill Development” session at the conference.
